Boards of Directors Meeting

MINUTES

December 2, 1997

A concurrent meeting of the Boards of Directors of Lincolnshire Apartments, Inc./Lincolnshire North Apartments, Inc. was held on Tuesday, December 2, 1997, at 12:00 noon at Cravens Elementary School.

Following lunch, President Ron Logsdon called the meeting to order at noon. Mr. Logsdon introduced himself and the other board members introduced themselves.

Concurrent Meetings.

Motion was made by Ellen Dugan-Barrette and seconded by Karen Allinder for the Boards of Directors of Lincolnshire Apartments, Inc./Lincolnshire Apartments, Inc. to meet concurrently and to record one set of minutes.

Introduction of Guests

Mr. Logsdon then introduced the staff and then each of the tenants introduced themselves.

Minutes of Prior Meeting

Dr. Dugan-Barrette noted that the spelling of her name was incorrect in the September 30th minutes.

Motion was made by Dr. Dugan-Barrette and seconded by Ms. Warren to accept the  minutes of the September 30, 1997 Board meeting. Motion carried.

Lincolnshire North Board Member

Mr. Logsdon noted that there is a vacancy on the Lincolnshire North Board. No nominations have been received to date to fill this position. Ms. Allinder stated that Jennifer Pogue might be interested, but Ms. Pogue (who was present) declined to publicly state her candidacy for the board seat. A notice will be sent out to Lincolnshire North tenants requesting nominations to this position. An election for the seat will then be conducted. The hope is for the vacancy to be filled by the Spring board meeting.

Managers Review

Ms. White reviewed the vacancy report that was distributed out to the board members. There appeared to be more vacancies during the summer months, but vacancies are currently very low.

Policing

Capt. Gary Hagan from the Owensboro Police Department referred to how the Police Department was changing to a more community-oriented policing style. Capt. Hagan said he had spoken to Ms. Calloway previously regarding some of the issues that needed to be confronted by the police. Capt. Hagan said he had pulled the police reports from Pennbrooke Avenue and agreed that there were numerous police reports. Mr. Logsdon spoke on the off-line unit and that it may not be used as much as it could be. Capt. Hagan stated that the sub-station was open for the tenants every Thursday from 7p.m.-9p.m. Most of the officers that one sees on the streets are patrol officers. He has spoke with all three shifts, as well as the Street Crime Division regarding some of the issues.

Stop signs for Lincolnshire/Lincolnshire North were brought up as a deterrent. Capt. Hagan stated that there are several issues that have to be addressed for that to take effect. GRADD does the surveys for such traffic issues. Capt. Hagan will contact GRADD to see if they will conduct a study on the traffic situation at Pennbrooke Avenue.

Tenant Related Issues

Ms. McNeese spoke on the possibility of getting a patrol car on the property at approximately 2:25-2:45 when the school bus lets children off. There are numerous fights by the children getting off of the bus.

  • Ms. Allinder suggested that maybe police officers again coming to the complex around 4:00-5:00. There are a lot of young people gathering on the complex that do not live there. 40-50 people are standing around in crowds.

  • Ms. Hendricks stated that some of these people tell them to go back inside their house and shut their mouths.

  • Ms. Taylor spoke on ne fence being in the back of the 1119 building. There seems to be a lot of traffic flowing through there. Also, cars drive so fast around the curve in front of the 119 building.

  • Ms. Wedding spoke on the need for additional lighting. Ms. Evans spoke on her need for additional lighting needed at her unit also.

  • Ms. Allinder asked Capt. Hagan about people calling the police and then being harassed. He suggested that the neighbors are going to have to get together and define areas. He suggested having a Neighborhood Watch. We can put up signs stating that if you are not a resident or guest of a resident you can be arrested. Sidewalks and the street are public property.

  • Dr. Dugan-Barrette asked what the penalty for trespassing was. Capt. Hagan stated that it is a citation and a fine. You must have signs up first before you can enforce this. Management needs to contact the OPD if and when the signs are put up. Unless officers see an offense, the tenants have to file a complaint in order for the police department to be able to do anything.

  • Ms. Pogue talked about the trash around the dumpsters. Children are taking the trash out and cannot reach the dumpsters, so they either sit it down or try to throw it in the dumpster. Ms. Taylor spoke on persons going through the trash looking for cans.

  • Ms. Warren spoke on if the tenants were serious about forming a Neighborhood Watch, we could have the meeting at the school.

  • Ms. Hendricks spoke on the stoves being so old. Ms. Stephens stated that she thought every unit needed a fire extinguisher. Mr. Craig spoke on cats, dogs and other unauthorized persons living in the unit.

  • Mr. Logsdon stated that the management was doing as much as the budget would allow at this point. He stressed that we need the tenants' assistance with some of these issues.

    In order to form a Neighborhood Watch, we need to contact Sgt. Bob Duvall, said Capt. Hagan.
