Federal regulations require Agency control of long distance (out-of-area) travel. In accordance with the AACS travel policy, the Standardized Government Travel Regulations other instructions impose the prior approval requirement for travel beyond the AACS service area. All staff, without exception, must obtain the prior written approval of the Executive Director for any proposed out-of-area travel.
In certain cases, in accordance with their regulations, prior approval may be required from the appropriate Federal agency responsible for the grant under which the proposed travel is reimbursed. All travel requests shall come to the Executive Director. He be responsible for obtaining any higher approval for requested travel prior to his approval of such staff requests, provided he is made aware of such limitations by a given Grantor. Such limited travel may be restricted to a specific Federal region or an x-mile radius of the Owensboro headquarters office or AACS service area.
In any event, any travel outside the Kentucky counties of Daviess, Hancock, Henderson, McLean, Ohio, Union and Webster -- and the Pennyrile Area Counties for Head Start employees, require the prior approval of the Executive Director.
