AACS property is typically purchased and acquired under government funding and authority. Therefore stringent requirements for its management apply to the agency and all staff or other operatives. This memorandum is provided to offer guidance, use and disposition requirements, and procedures with which all who use AACS property/vehicles must comply.
I. PROPERTY DISPOSITION.
B. Unused or unusable property shall, subject to the above condition, be disposed of and removed from AACS inventory and custody as authorized.
C. Loss, theft or destruction of AACS property shall be immediately reported to the Property Officer who shall, upon advising the Executive Director and other appropriate AACS officials, report the occurrence and circumstance to appropriate law enforcement, grantor agency and other officials in accordance with standard policy.
D. The Property Officer shall promote a program of disposal, transfer or relief of liability for the agency's surplus non-expendable property.
E. Property shall be disposed of in accordance with grantor agency authorization and instruction only.
II. ACQUISITION AND USE OF MOTOR VEHICLES.
The attached 45 CFR Part 74, "Uniform Administrative Requirements...," § 74.34, "Equipment," is the AACS standard reference on this matter except when other specific instructions are imposed by other grantor agencies upon their funded projects. The agency and its staff shall also compoly with all relevant Internal Revenue Service rule and requirements concerning the use and valuation of employer-provided vehicles. (Amended August 19, 1997)
