POLICY COUNCIL MEETING

September 15, 1998

Minutes

The Audubon Area Head Start Policy Council met at the Country Cupboard Restaurant in Madisonville on September 15, 1998. The meeting was called to order at 10:40 a.m. by Vickie Ratcliffe, Chairperson. Kim Gray made a motion to dispense with roll. Cheryl McDaniel seconded the motion; motion carried. A quorum was present.

Approval of Minutes:

Sandra Buchanan made a motion to approve the minutes from the last meeting. Gayle McLeod seconded the motion; motion carried.

Approval of Agenda:

Shirley Sutherlin made a motion to accept the agenda. Nana Cobb seconded the motion; motion carried.

Old Business:

There was no old business.

Committee Reports:

Personnel Committee: Pat Barnes went over the list of new hires and resignations. Pat Barnes made a motion to accept the new hires and terminations. Shirley Sutherlin seconded the motion; motion carried.

By-Laws Committee: Cheryl McDaniel gave the report. Changes were made in Section 8: Committees. Carol Krampe explained why these changes were made. These changes will be sent out the council one week prior to the October Meeting. This report was received and filed for the record.

New Business:

Approval of Policies & Procedures: Al Morrell made a motion to accept the procedures. Nana Cobb seconded the motion; motion carried. Suzanne Hays went over the procedures with the council. Suzanne and Carol went over and explained the new and changed procedures. There was much discussion on the new makeup of the Policy Council.

Early Head Start Expansion: We did receive Early Head Start expansion funds. The start-up for this expansion will be August 1999. This report was received and filed for the record.

PRAISE: We were funded to do PRAISE in South Carolina. This report was received and filed for the record.

HSTARS Quarterly Report: Suzanne explained that we had received funding for this project. This report was received and filed for the record.

KHSA/KAECE Conference was to be held in Lexington on October 1-4, 1998. Audubon has several staff attending this conference including two Lead Teachers and Teacher Associates from each area.

Computer Training: Marian Simpson from Audubon Area was conducting a ChildPlus Computer Training in Louisville this month.

Awards were given at today=s meeting for participation on the Policy Council. The awards were given out in the following categories: Perfect Attendance, Outstanding Attendance, Policy Council Participation, Leaving Policy Council after Three Years Served, and Awards to the Officers. Carol and Suzanne thanked everyone for their participation on this year=s council.

Directors, Budget, and Local Area Manager Reports:

Cheryl McDaniel made a motion to accept the Budget Report as given. Al Morrell seconded the motion; motion carried.

Gayle McLeod made a motion to accept the Local Area Managers reports as given. Sandra Buchanan seconded the motion; motion carried.

Forum – Open Discussion – Questions & Answers:

Sandra Buchanan stated that Providence needs wood chips for the playground.

Sonjanita Granger asked if the situation in Todd County that was discussed at last month’s meeting was taken care of. Suzanne stated that the situation had been taken care of.

Someone also asked if there as a new Bill proposal for Head Start.

Adjournment:

There being no further business, Al Morrell made a motion to adjourn. Gayle McLeod seconded the motion; the meeting was adjourned with 21 members and 4 guests present.
