POLICY COUNCIL MEETING
November 17, 1998
Minutes
The Audubon Area Head Start Policy Council met at the Country Cupboard Restaurant in Madisonville on November 17, 1998. Sharra Mimms, Chairperson, called the meeting to order at 10:36 a.m. Joyce Sutton made a motion to dispense with roll. Shelia Brame seconded the motion; motion carried. A quorum was present.
Approval of Minutes:
Fonda Mattingly made a motion to approve the minutes from the last meeting. Kim Teal seconded the motion; motion carried.
Approval of Agenda:
David Flack made a motion to accept the agenda as corrected. Dennis Donlon seconded the motion; motion carried.
Old Business:
Carol Krampe distributed the Internal Dispute Resolution Policy & Procedures handout for Section 4 of your manuals. She passed out Policy Council Membership list, officers, and committees to replace old copies in Section 5.
Review of Committee Structure: Copy of committee structure is under section 5. Section 4 of your notebook, page 7, explains the committee responsibilities. Carol reviewed each committees roles. Please go through section 4 and read the by-laws. Other committees are formed when a need arises. The specific detailed work is done at the committee level and all committee meetings are always open. Discussion at Policy Council meetings will not go into as much detail as the committees.
Introduction of all Policy Council Representatives was completed.
Early Head Start Expansion: Policy Council has previously approved an application funding 40 children. Audubon was 1 of 8 programs in Region 4 that was an existing program. We received a 100% score – expansion includes Early Head Start at Nanny Locke which will have Head Start and Early Head Start, and Christian County full-day/full-year program with 24 children. We are working with a home based program, resource mothers in Ohio County – 10 slots. 6 slots allotted to Family Child Care Homes. Aubrey Nehring and Donna Newman will visit a Family Child Care program in Florida in December. All slots will be full-day/full-year except for the home based program in Ohio County.
Governor selected Kim Townley to head up a committee that will explore preschool services across the state. These programs will start up in August of 1999.
The Department of Health and Human Services has Head Start divided into 10 regions. We are Region 4. Region 4 has 8 states. We are the largest region both geographically and financially. The regional office is located in Atlanta. The 8 states are South Carolina, North Carolina, Tennessee, Kentucky, Michigan, Alabama, Florida, and Georgia.
Committee Reports:
Personnel Committee: Cheryl McDaniel gave the report and added Al Morrell to the list as the Policy Council Rep. present at Buddy Nichols interview. Cheryl McDaniel made a motion to accept the new hires and terminations. Andrea Troutman seconded the motion; motion carried.
New Business:
Head Start Reauthorization: Aubrey gave the report. This is a 5 yr. reauthorization. Aubrey went over the appropriations that President Clinton requested.
Financial Report: Aubrey gave this report to the council.
Covey Training: Suzanne Hays gave report. This report was received and filed for the record.
Directors, Budget, and Local Area Manager Reports:
These reports were received and filed for the record.
Forum – Open Discussion – Questions & Answers:
Fonda Mattingly from Area 3 – through parent meeting, some parents are finding it difficult to pay $9.00 for required birth certificates. Is there any way these costs can be off set? Aubrey will check into this matter with general policy and with other centers to see what can be done.
There will not be a Policy Council meeting in December. However, there will be an annual Christmas Luncheon in Owensboro at the Sports Center on December 11th.
Denim Shirts will be given to all staff members in December.
