Minutes

The Audubon Area Head Start Policy Council met at the Country Cupboard Restaurant in Madisonville on March 16, 1999. Sharra Mimms, Chairperson, called the meeting to order at 10:35 a.m. Joyce Sutton made a motion to dispense with roll. Cathy Thrasher seconded the motion; motion carried. A quorum was present.

Approval of Minutes:

Krissy Morris made a motion to approve the minutes from the last meeting. Andrea Troutman seconded the motion; motion carried.

Approval of Agenda:

Gayle McLeod made a motion to accept the agenda as corrected. Shelia Brame seconded the motion; motion carried.

Old Business:

Aubrey gave a report to the council about the status of payment for birth certificates. He explained that Donna Roby, Health Specialist brought this up at a state health committee and they are looking at how to go about getting this taken care of by the hospital at birth. Several other states such as Mississippi and Indiana already have a policy that you receive an official birth certificate from the hospital at the time of a child’s delivery. Aubrey will keep you informed of the progress.

Committee Reports:

Personnel Committee: Cathy Thrasher gave the report for the committee. Jeannie Howard made a motion to accept the new hires and terminations. Joyce Sutton seconded the motion; motion carried.

Executive/Finance Committee: Gayle McLeod gave the report to the council about the committee meeting on the Quality Proposal. Andrea Troutman made a motion to accept the report. Nana Cobb seconded the motion; motion carried.

By-Laws Committee: Mike Thompson went over the changes made to the by-laws. This report was received and filed for the record.

New Business:

Approval of By-Law Revisions: Fonda Mattingly made a motion to accept the By-Laws with the new revisions. Krissy Morris seconded the motion; motion carried.

Approval of Quality Improvement Funds: Aubrey disseminated copies of the Quality Proposal to the members and reviewed the proposal with the council. Cathy Thrasher made a motion to accept the proposal. Kim Gray seconded the motion; motion carried.

Community Assessment Progress: Aubrey gave an overview of where the agency was on this. He gave the council a summary and showed them the statistical notebook that was put together with our counties in it. This will be used to develop the Community Assessment. This report was received and filed for the record.

KHSA Scholarships: Carol Krampe went over the nominees with the council. Amanda Aktinson, Muhlenberg County was nominated for the KHSA Memorial Scholarship and Karen Conaway, Henderson County was nominated for the Ann Phipps Scholarship. Nana Cobb made a motion to accept the nominations. Fonda Mattingly seconded the motion; motion carried.

KERA Contacts: Aubrey explained that we are now starting to set up contract meetings with the School Districts. Aubrey stated that he doesn’t expect any major changes in the contracts this year. This report was received and filed for the record.

Child Support Grant: Carol Krampe went over this grant with the council. The grant is for $11,000 to involve non-custodial males (especially Dads) in the Head Start child’s school life and activities. More programs to follow and Carol will keep the council up-to-date. This report was received and filed for the record.

Executive/Finance Committee will meet on March 29th from 10:00 a.m. – 1:00 p.m. at the Audubon Area Community Services Office at 1800 West 4th Street in Owensboro.

Directors, Budget, and Local Area Manager Reports:

These reports were received and filed for the record.

Forum – Open Discussion – Questions & Answers:

Fonda Mattingly – Slaughters center is not equipped with a sink or bathroom in the classroom. Aubrey will refer this to Michelle Smith, Facilities Specialist and report back to Policy Council.

Shelia Brame – Booker T. Washington graduation in gym – very crowded and no air conditioning. Discretionary funds are available to rent a facility. Other options will be explored.

Kim Gray inquired about the May Meeting. Carol explained that it would be on May 26th at the Browning Springs Family Resource Center. Directions and further information will be sent out at a later time.

Kemberly Teal – Nutritional question. AM children are allowed to choose between juice and milk. PM children are not allowed a choice. Aubrey will check on this and get back with the council. Shelia Brame stated that in Christian County milk is the only option.
