MINUTES
June 21, 1999
A concurrent meeting of the Boards of Directors of Lincolnshire Apartments, Inc. and Lincolnshire North Apartments, Inc. was held on Monday, June 21, 1999 at 11:30 a.m. at Audubon Area Community Services, Inc Donald E. Owsley Human Services Center (central office) Board Room.

Call To Order. Following lunch, Lincolnshire/Lincolnshire North President Rev. Gregory L. Baize, Sr. called the meeting to order.
The Lincolnshire Board had a quorum. The Lincolnshire North Board failed to achieve a quorum.
Minutes of Prior Meeting.
Mr. Logsdon stated that a change needed to be made to the minutes. Mr. Goodwin and Mr. Horton are Board members and Mr. Logsdon is a staff member.
Motion was made by Mr. Goodwin and seconded by Mr. Horton to accept as written the minutes of the March 16, 1999 Board Meeting. Motion carried.
Lincolnshire North Board Representative.
With the recent move-out of Mr. Jerry Washington, there is now an opening for the Lincolnshire North Board’s Tenant Representative. Ms. Anita Magan has expressed interest in serving in this position. It was discussed and decided to send out ballots to all of the tenants of Lincolnshire North. All tenants will vote and return the ballots to the Lincolnshire office.
Budgets/Rent Increases.
Copies of the 1999-2000 budgets and the HUD-approved Lincolnshire/Lincolnshire North rent increases for 1999-2000 were distributed. The management agent, Ms. White, explained that all of the dollars that were received through the rent increase was put back into security for the complexes. These funds will provide for off-duty police officers to patrol the complexes on foot.
Expiring Contracts.
Both Lincolnshire and Lincolnshire North contracts expire in November 2000. With expiring contracts, HUD-insured properties have three (3) options.
The last option is the one Audubon Area has at this point chosen to pursue.
Approximately one (1) year before the contracts expire, HUD will begin requiring various paperwork to be completed and returned to them. If the properties/owners fail to complete the required paperwork by the scheduled time given by HUD, then HUD assures that it "will get in no hurry" to renew their contract(s), and HUD can also hold up their Housing Assistance Payments (HAP) dollars.
HUD’s physical inspections will play a major part in this process. Poorly managed properties will be given an opportunity to shape up or their contracts will not be renewed.
Ms. White will keep the Board informed as she receives more information from HUD.
GMAC Property Inspection.
In February of 1999, GMAC sent a representative from their mortgage company to do their annual physical inspection of Lincolnshire North property. The only item that was cited by GMAC as needing maintenance was the playground area. Since their inspection, the playground has been refurbished. All of the swing sets were scraped and painted with new chain and new swing seats. The playground equipment that was not in compliance with current codes was dug up and taken off of the property.
Mr. Logsdon stated that he was working on bids, inquiries, and options for getting the properties’ shrubbery trimmed also looking at painting the shutters.
Security Officers.
Approximately two months ago, off-duty police officers were hired to walk the complexes at various hours of the day and night. This was done in part due to a rise in the drugs and the vandalism that was occurring on the properties. There were several instances of kicked in doors and windows being broken out. Management was receiving several reports of drugs on the properties. Up to this point, there have been three (3) drug arrests made on the property. A relationship with the County Attorney’s office has also been established in regards to having persons that are causing trouble on the properties barred from the properties. After receiving reports from the off-duty officers on who is/are causing trouble on the properties, Lincolnshire management can go to the County Attorney’s office which will draw us up letters barring these persons from being on the properties. If these persons are caught on the properties, then the police can and will arrest them for criminal trespass.
Progress on the Community Building.
After a meeting with Mr. James Riney and discussing exactly what type of building the agency was desiring, Mr. Riney, HRG Engineering, Owensboro, took the old Lincolnshire development plan(s) to Mr. Jim Mischel with the Owensboro Metropolitan Planning Commission. The AACS/ Lincolnshire staff had hoped that since blueprints and development plans already existed for the entire property, the agency would not have to perform (and pay for) a whole new development plan — at a cost of $8,000. But according to Mr. Mischel, the agency would still have to have a full development plan re-drawn. Mr. Riney is now working on this and should have it completed around the middle of July. After the required development plan is completed, then the Board and staff will have to start looking at having Community Building blueprints developed, then submit the project out for bids, and upon approval of the best bid/contractor start the process of building the structure. Ms. White stated that she thought the whole process would take approximately 1˝ - 2 years.
Managers Report.
Ms. White distributed a copy of the vacancies from March through May. There are several vacancies, but she explained that a lot of these were through evictions after the security officers started working on the properties. After the security officers started walking the properties, some tenants moved, out and several more were evicted for cause. Mr. Logsdon stated that he felt it was better to "lose" the problem tenants than to keep them, have them destroy the properties, or cause other persons to move of stay away from our property.
Discussion.
Emancipated Minors. Ms. White brought up this item that needed discussion. The subject was what should be the Lincolnshire/Lincolnshire North policy on admitting emancipated minors to rent at the Lincolnshire properties. As of now, because we have no stated policy to the contrary, if a minor has gone through the court system and become an emancipated minor, our properties have always rented to them. Ms. White recently wrote to HUD in regards to this issue and inquired as to whether Lincolnshire/Lincolnshire North had to rent to minors. The response from HID was if we did not want to rent from them, then we had that option not to. But in order not to rent to them, the properties would have to change their Tenant Selection Criteria and post the new criteria on the bulletin board in their front office.
Mr. Logsdon inquired into what sort of problems the properties were having with emancipated minors. Ms. White stated that, basically, they move in and "move in" (attract) all of their friends. Their unit(s) then becomes a designated "party place." Under age drinking then occurs there along with serious damage to the unit; this also produces tenant complaints from their neighbors, generally concerning the traffic, the noise, and just general abuse of both tenants and the unit itself. Ms. Devine stated that she would like to see the minimum resident age raised to age 21. After discussion, it was decided that raising the age limit to 21, it would put a hardship on the property, as approximately 30-40% of our tenants are now age 21 or under.
Motion was made by Mr. Horton and seconded by Mr. Goodwin to accept the minimum age of 18 to be eligible for admittance to the property. Motion carries.
Annual Meeting.
The next meeting of the Lincolnshire/Lincolnshire North Boards will be their Annual Meeting. By agreement of the members present, this meeting was set for September 27th at Cravens Elementary School (if available). All of the Lincolnshire/Lincolnshire North tenants will be invited to attend this meeting. If possible, we will try and acquire the school’s lunchroom for the meeting — due to the size of the room and the potential crowd size.
