The AAHS Policy Council met at Audubon Area Community Services, Inc. in Owensboro on September 17, 1996. The meeting was called to order at 10:30 a.m. by Marina Jenkins. Rev. Marsiglio made a motion to dispense with roll call. Jene Reinick seconded the motion; motion carried. A quorum was present.

Approval of Minutes:

Dwight Jackson made a motion to approve the Minutes from the last meeting. Shirley Sutherlin seconded the motion; motion carried.

Approval of Agenda:

Jene Reinick made a motion to approve the Agenda. Joy Somero seconded the motion; motion carried.

Old Business:

Early Head Start Grant: Aubrey gave an update on this grant. This is a grant to serve 75 children ages 0-3. Aubrey and Dr. Rhoads from Owensboro Community College will be traveling to Washington, D.C. to obtain more information on requirements for implementing the grant.

HUD Grant: The Audubon Area Family Development Center (formerly Harry Smith Head Start) is open. Aubrey invited the council to the ribbon cutting ceremony on Tuesday, September 24, 1996. This report was received and filed for the record.

Committee Reports:

Personnel Committee. Shirley Sutherlin gave the report of all hirings and terminations. Joy Somero made a motion to approve the personnel actions. Dwight Jackson seconded the motion; motion carried. The committee report was received and filed for the record.

New Business:

Policy & Procedure Revisions: Aubrey explained the changes that have been made in the AACS Personnel Policies & Procedures Manual. Rhondalyn Randolph made a motion to accept/approve the changes/additions. Joyce Lutz seconded the motion; motion carried.

Policy Council Retreat: Carol asked that any member of the council that was returning to please be at the Policy Council Meeting on the second day of the retreat if they cannot make it for both days. The meeting that is held at the retreat is the regular council meeting for the month of October.

Policy Council Awards:

The awards for participation and attendance were given out at the meeting. Those receiving awards were as follows: Shirley Sutherlin, Connie Wilson, Dwight Jackson, Melissa Jackson, Jene Reinick, Don Henson, Cherly Hodges, Joyce Lutz, Tammy West, Rev. Marsiglio, Rhondalyn Randolph, Joy Somero, Tammy Wynn, Vicki Ratcliffe, Nancy Presley, Teresa Ray, Pat Barnes, Rev. Floyd Johns, and Marina Jenkins.

Directors, Budget, and Coordinators Report:

Rev. Marsiglio made a motion to accept the reports. Joyce Lutz seconded the motion; motion carried. Reports were received and filed for the record.

Forum - Open Discussion - Questions & Answers:

Aubrey thanked the council for all of their hard work and attendance at the meetings this year. Rev. Marsiglio commended the council on their ability to work well together. Marina thanked the council for letting her serve as its Chairperson and for all of their support during the past year.
