POLICY COUNCIL MEETING
The AAHS Policy Council met at Audubon Area Community Services,
Inc. in Madisonville on November 19, 1996. The meeting was called
to order at 10:30 a.m. by Rhondalyn Randolph. Rev. Marsiglio made
a motion to dispense with roll call. Kenneth Johnson seconded
the motion; motion carried. A quorum was present.
Approval of Minutes:
Bill Haley made a motion to approve the Minutes from the last
meeting. Connie Wallace seconded the motion; motion carried.
Approval of Agenda:
Vicki Ratcliffe made a motion to approve the Agenda. Jessie Ramey
seconded the motion; motion carried.
Old Business:
Update on Early Head Start. Aubrey gave an update on where the
project is at this time. We were awarded this grant in August,
1996. Aubrey and Dr. Rhodes from the Owensboro Community College
went to a Early Head Start training in Washington, D.C. We hope
to be a part of the AResearch
Study@. The grant is
to actually serve 75 families but another 75 families will be
followed in the research study. This project is slated to take
place in Daveiss County & Christian County. This report was
received and filed for the record.
Committee Reports:
Personnel Committee: Rev. Baize gave the report for the committee.
Blanche Berry made a motion to approve all personnel actions as
indicated in the handout. Rhonda Rowan seconded the motion; motion
carried.
Nominating Committee: Pat Barnes gave the report. All biographies
were read and the committee asked that the elections proceed.
After two tie votes for Secretary, Rev. Gregory Baize withdrew
his name from the nomination and Kemberly Teal was elected by
acclamation. Election results:

Secretary: Kemberly Teal
For persons nominated to Office of Parliamentarian, one declined
the nomination and the other resigned from the Policy Council.
In order to follow parliamentary procedures outlined in the by-laws,
the Office of Parliamentarian will be elected at the next council
meeting so that the biographies can be mailed to the council members
prior to the election. Those nominated for the office of parliamentarian
were Joy Somero, Bill Haley, Dorothy Graff and Gregory Baize.
Vicki Ratcliffe made a motion to close the floor for nominations.
Kenneth Johnson seconded the motion; motion carried.
New Business:
Program of Achievement Application was submitted to the National
Head Start Association on October 31st. The application included
a summary and 17 reference and resource manuals. Videos of classrooms
and a notebook of pictures were also submitted. Decisions will
be made in March and announced at the NHSA Conference being held
in Boston in May, 1997. This report was received and filed for
the record.
OSPRI - December 2-6, 1996. The OSPRI team will consist of 15
members and will be visiting every center during this week. If
at all possible, Policy Council members should try to be in the
centers for interviews with team members. The team will be making
center visits from Monday at noon until Thursday at noon. Rhondalyn
Randolph will be at the entrance and exit conference with the
team members. The team will be using the same OSPRI instrument
that we use when we do our own self-assessment. This report was
received and filed for the record.
Policy and Procedure 12.16. Chassidy Spencer made a motion to
accept. Kemberly Teal seconded the motion. Aubrey explained this
procedure and the program codes to the council. Motion carries.
Close-Out 96. We are carrying over some funds for SFC Quarterly
Report Project and Computer Projects, etc. We purchased two new
mini-vans, computers and laser printers, upgrades for computers,
and we are putting a computer for parents at ten sites. This report
was received and filed for the record.
Menus. Michelle Smith gave the report. Menus were approved by
the Registered Dietician. Michelle explained to the council that
the OSPRI team may voice concerns over size of the tables and
chairs used for meals. Michelle explained that we have been in
contact with several contractors and that right now there are
no fold-up tables and chairs that are safe. Joy Somero made a
motion to accept the menus. Rev. Gregory Baize seconded the motion;
motion carried.
Christmas Dinner: The AACS Annual Christmas Dinner will be held
on December 6, 1996 at 10:00 a.m. at the Owensboro Sportscenter.
All members are invited. Please see Sharon Wilcox after the meeting
for your tickets.
Director=s, Budget, and Coordinator=s Report:
Rev. Dwight Jackson made a motion to accept the reports. Kemberly
Teal seconded the motion; motion carried. Reports were received
and filed for the record.
Forum - Open Discussion - Questions & Answers:
Ten centers will be getting parent computers including McLean,
Crittenden, Lyon, Christian, Muhlenberg, Henderson, Livingston.
A complete list will be sent with the minutes.
Question was asked about bringing children other than Head Start
children into the centers for parent meetings, etc. Aubrey stated
that we would check into the General Liability Insurance Policy
to see if other children would be covered and will check to see
if maybe the school=s
insurance would cover this.
Carol went over the In-Kind form with the members. She also went
over what the Policy Council members need to know for the OSPRI.
Grievance Procedure is on the Back Page of the Parent Handbook
and the Community Grievance Procedure is posted in the centers.
If you go to the centers when the OSPRI Team is there, please
try to remember to take your handbooks for reference.
