What is a Child Care "R&R"?

The Kentucky Association of Child Care Resource and Referral Agencies, or KACCRRA, is the association of Kentucky's 14 "R&R" contractors. These contracts are operated by 10 different agencies, four agencies having multiple contracts from the Kentucky Department for Social Services, Cabinet for Families and Children. Half of the R&Rs are also Head Start grantees. The child care resource and referral Agencies (CCR&Rs) cover Kentucky's fifteen Area Development Districts. The directory (above) provides information on the CCR&R serving your area. For more information on child care issues, needs, and concerns, please contact the R&R in your local area.

What do the "R&R" agencies do?

Information to parents which enables them to make informed child care choices

Counseling and referrals to parents based on parent needs and requests -- recommendations are not made

Building the supply of child care resources based on parent need

Coordination or provision of training for providers.

Technical assistance to help potential providers get started in the business and to existing providers to help them improve the quality.

Support to providers through newsletters, phone contacts, sponsorship of the child care food program, lending libraries. (Not all CCR&Rs offer all the services mentioned.)

Compilation of data on child care supply and demand for use by community agencies, local governments, potential child care providers, and employers.

Community awareness activities on issues involving children and families.

Coordination of child care services, bringing together public and private sectors, and parents, providers, and community members.

Kentucky Association of Child Care Resource and Referral Agencies

There are three primary groups concerned about child care services and all three need the assistance of a child care resource and referral (CCR&R) agency. Parents need a single access point that can help them identify all their options and match their needs with available services. Child care providers need appropriate training, technical assistance and support to help them provide high quality services and to stay in this very demanding and financially unrewarding field. Community agencies, local governments and employers need help in determining where to allocate their resources to best respond to the need of families in their growing and changing communities.

CCR&R agencies have the unique ability to provide the links mentioned above. Because they are locally designed and administered, they can help in the development of child care programs which respond to their local needs. They also provide the current child care "patchwork" of programs with some structure while at the same time supporting and building on their variety.
