
Shirley supervises the Finance Department, overseeing the fiscal officers' duties regarding all reports, payables, purchasing, payroll, receivables, inventory, personnel and computer operations. Her specialization is budget preparations, projections and analyses of grantor funds. This has enabled her to maintain an effective system for safeguarding the assets of the agency in preparation for the audits of more than fifteen million dollars of federal, state and local programs.
Shirley also evaluated, negotiated and developed procedures for the installation and programming of the agency's IBM AS400 computerized accounting system. This networked system allows all program directors personal and immediate access to financial data through their own desktop computers. Daily, she assists the various program directors and administrators with their budgetary concerns. With over forty programs, Shirley ensures that her staff are treated with respect, balancing good relationships--in and out of the Finance Department--and responsive support with accountability and compliance. Shirley inspires her staff and co-workers in the art of good documentation and record keeping. These skills have resulted in impeccable audit reports that are in compliance with all federal, state and local laws.
With the fiscal year-end (program year ending) dates scattered throughout the calendar, you can bet that Shirley's office continually serves as a gathering place for program directors seeking her sound advice and direction. The staff depends on Shirley's near-photographic memory to know how to keep the agency's eighty different locations on a smooth running course.
Shirley has been active in the Business and Professional Women's Club, serving in various roles such as finance chairman and treasurer. She also was past treasurer of the Kentucky Association of Community Action (KACA), serving with enthusiasm and integrity, earning the respect of all the community action programs in Kentucky.
Shirley and her husband, Larry, have one child, Angela.
Shirley's many interests not only include art and music, but also family trips, reading and crocheting beautiful Afghans.
