Otherwise known as ROMA, this is the CSBG version of a programmatic implementation og the Government Performance and Results Act (GPRA) of 1993. By 2003, GPRA and all its program-specific renditions (such as ROMA for CSBG) is to be fully implemented AND all federal government funding will supposedly be subject to granteed proving that their service operations actually produce the results intended by the program's purpose and the grantee's performance assurances given when applying for the federal assistance.
